The EU-ETS is a central pillar of the EU climate policy. The main principle – already applied in energy-intense industries for several years – is the implementation of a “cap and trade” system. Summarized, this means that the total allowable emissions are “capped” over time and emitters can trade their carbon credits. In simple terms, carbon credits are tradable financial instruments, which grant permission to emit one tonne of carbon dioxide.
With the directive 2008/101/EC as of 19 November 2008, the EU also included aviation in the EU-ETS. As a consequence, all flights with destinations in Europe are required to comply with the EU-ETS regulations. The individual cap for an airline will be determined from the actual 2010 tonne-kilometer data ("grandfather-rights"). As of 2012 the aggregate cap for all airlines will be reduced first by 3% and then by 5%.
All airline operators flying within Europe (or into/out of Europe) must be compliant with the EU-ETS regulations and are required to monitor and provide tonne-kilometer and emissions-reports. Non-compliance will result in high penalties and possible loss of "grandfather-rights". Such consequences may potentially lead to significant financial losses.

The monitoring systems (IT-systems and procedures) were implemented during 2010 according to the approved monitoring plans (MP). The airlines are required to submit their tonne-kilometer and annual-emissions data as shown in the timeline below.

Honeywell Aviaso has implemented a comprehensive software solution to monitor and report all EU-ETS information in full compliance with the EU regulations. The Aviaso/EU-ETS software contains the three parts: Data collection, Data quality assurance, and Reporting.
One IT system is typically the main source for the EU-ETS related information. This is usually the airline’s operational flight management system. Aviaso/EU-ETS has ready-made import adapters for most of the common operational flight management systems. Further adapters can be implemented on request.
The EU-ETS requires high data-quality (e.g. EU Commission Decision 2007/589/EC / Annex 1), which shall be obtained by sophisticated control systems. Therefore, the Aviaso/EU-ETS allows the import of data from various other IT systems to validate and cross-check the data. Aviaso/ EU-ETS includes ready-made adapters for Eurocontrol / CRCO and for most of the common flight planning systems (systems producing the operational flight plan).
Various information not available elsewhere can be imported via bulk-import routines or can be entered manually.
If required, data of the following types of systems can also be used: airline data warehouse, ACARS, EFB, fuel-accounting/ inventory, techlog, FDM/FOQA, etc.
Data quality assurance
The data from the various sources is stored in the Aviaso/EU-ETS data warehouse. The data warehouse complies with the EU-ETS legal requirement that not only the reported data has to be stored for 10 years, but also the corresponding base data.
To ensure the high data quality required by the EU, the different data sources have to be validated and cross-checked. The Aviaso/EU-ETS software already includes more than 50 ready-made validations/cross-check routines. It is easy to include additional airline-specific validation checks to further improve the quality of the data and to ensure compliance with the airline’s monitoring plan.
The Aviaso/EU-ETS software produces all officially required EU-ETS reports in the exact format as needed by the Competent Authorities.
Additionally, the software generates various further online reports (overview and drill-down reports of the EU-ETS data).
Important for successful internal and external audits are the various audit reports. The audit reports show the details of all EU-ETS related information. Furthermore, the audit reports provide complete audit trails regarding any manually changed information.
Aviaso/EU-ETS also supports the archiving of all EU-ETS data and all EU-ETS reports according to the EU regulations.
Carbon account management
Aviaso/EU-ETS provides transparent Carbon account management with no extra effort for the airline. The software automatically calculates granted, used and remaining carbon allowances, based on past and future flights.
The carbon account information is made available via various configurable dashboards, reports and bulletins. Detailed analyses show how the carbon allowances are being used based on different criteria: by fleet and aircraft, by route and destination, by period, etc.
Aviaso/EU-ETS maintains a detailed register of the traded carbon allowances. Transactions can be entered either manually or automatically.
Furthermore, Aviaso/EU-ETS allows for accurate carbon forecasting and budgeting by taking into account various factors, such as fleet upgrades, network changes, etc.
